Jerel C. “Jerry” Gilmore
President
Mr. Gilmore has over 37 years of construction and operations experience in the oil & gas industry. The majority of his experience has been in the fabrication, installation, and abandonment of Gulf of Mexico platforms, facilities, and pipelines, and he has also managed domestic onshore facilities and related construction projects. Mr. Gilmore has held positions of Vice President of Operations, Vice President of Projects, Construction Department Manager, Project Manager and Project Engineer at Natural Gas Pipeline Company of America, Pennzoil Exploration and Production Company (presently Devon Energy), and consultant to El Paso Energy Corporation and at Proserv Offshore, Inc. Presently, he is President of TSB Offshore, Inc. His departmental management and project management skills have been utilized for planning, budgeting, engineering, permitting, fabrication, installation, start-up, and performing maintenance and decommissioning activities. He has been involved in the abandonment and reefing of many Gulf of Mexico platforms and facilities. Mr. Gilmore has worked closely with operations and drilling departments supporting day-to-day production operations. He holds a B.S. in Civil Engineering from Texas A&M University-Kingsville, TX and is a licensed professional engineer in Texas.
Robert C. "Bob" Byrd
Vice President - Consulting
Dr. Byrd has over 30 years experience in the design, fabrication, and installation of offshore facilities. He has considerable experience with planning and executing offshore platform decommissioning projects and in cost estimating for such projects. He is a specialist in the probabilistic assessment of cost and schedule risk. Dr. Byrd has held positions with an international marine facilities contractor, consulting engineering firms, and is a former U.S. Coast Guard officer. His responsibilities have covered the full spectrum of positions, and he is experienced in systems engineering, construction management, and operations under a wide range of conditions. He holds a B.S. in Marine Engineering from the U.S. Coast Guard Academy-New London, Connecticut and an M.S. in Ocean Engineering from the University of Alaska-Fairbanks, plus an M.S. in Structural Engineering and a Ph.D. in Engineering from the University of California-Berkeley. Dr. Byrd is a licensed Professional Engineer (Texas) and Oil Field Construction Contractor (Louisiana). He is also a member of the Association for the Advancement of Cost Engineering (AACE).
Steven M. "Steve" Wiese
Director - Consulting
Mr. Wiese has over 36 years of oil and gas experience worldwide in production operations and the construction of onshore and offshore fields. He has held positions with oil and gas operators Unocal and El Paso E&P, which include District Production Engineer, Asset Manager, and Sr. Project Manager. Most recently, he has worked for decommissioning contractor Proserv Offshore (now TSB Offshore, Inc.) as Director - Consulting. He has successfully managed U.S. and international facility construction and decommissioning projects, as well as oil and gas operations. His international project experience has been in managing field development and decommissioning studies in South America, Asia, and Africa. Mr. Wiese holds a B.S. in Mechanical Engineering from the University of Alaska-Fairbanks.
Esau R. Velázquez
Senior Project Manager
Mr. Velázquez has more than 16 years of experience in the oil and gas industry. He has served as project manager and project engineer for the decommissioning of multiple offshore platforms and pipelines in the Gulf of Mexico. Offshore field operations have included platform inspections, platform removals, and pipeline installations. Mr. Velázquez has been the lead project engineer for various international and domestic consulting projects that have included decommissioning studies for platforms in the North Sea, South China Sea, California, and the Gulf of Mexico. He is fluent in speaking, reading, and writing Spanish and holds a B.S. in Mechanical Engineering from the University of Houston.
